Laser beams are far more directional than microwaves and so are inherently more secure. They do not use a radio frequencies therefore no there are no radio licensing problems. So it is an excellent technical solution.

 There are problems with this method though: 

1. Can be affected by bad weather.
2. Not in general use – so tends to be expensive
